Juan Zaragoza is based in Taxand Puerto Rico where he is a co-founder and managing partner of Zaragoza & Alvarado LLP. Prior to establishing the firm, Juan was partner in charge of Arthur Andersen LLP’s Tax and Business Advisory Services Practice in San Juan until 2002. He joined Andersen in 1993 and became Partner in 1995. Prior to that, he served as Assistant Secretary for Internal Revenue at the Puerto Rico Treasury Department for four years. At Treasury, he supervised seven bureaus (income tax, property tax, excise tax, liquor and tobacco, collections, tax exemption, and criminal investigations) and was responsible for Internal Revenue policy setting and related legislation. Before joining Treasury, Juan worked in the audit, tax and consulting departments of another international accounting firm in San Juan. Juan holds a BBA from the University of Puerto Rico and an MBA from Indiana University. He is a past President of the Puerto Rico Society of Certified Public Accountants, and has held positions such as President of the Society’s Tax Committee, Director of the Board of Directors and Assistant Treasurer. In 2001, Juan was named by the Honorable Governor of Puerto Rico as the Public Interest Representative in a Special Committee in charge of restructuring the Municipal Revenue Collection Center (the government agency in charge of imposing and collecting property taxes). During 2004, Juan participated with the firm Bearing Point in a study supporting a tax reform. In addition, Juan was a technical advisor to the Puerto Rico Treasury Department during 2006 on the drafting of the 2006 tax reform.
