Michel Taly is based in Taxand France where he is a partner at Arsene Taxand. He is a graduate of the Paris Institute of Political Studies (1970) and the Ecole nationale d'administration (1974), which trains senior French public servants. Michel joined the French Ministry of Economy and Finance when he left the ENA, and then held various positions of responsibility with several banks.
Particular roles include assistant general counsel in charge of tax and legal matters, followed by director of banking management, both at the Crédit du Nord from 1983 to 1986; general counsel at Lazard Instruments Financiers from 1986 to 1989; and group tax director at Crédit Lyonnais from 1997 to 1999. He was a high-ranking public servant and former manager of the Tax Legislation department of the French Ministry of Economy and Finance from 1989 to 1995. Michel has also worked with various audit and financial advisory firms including Ricol, Lasteyrie et associés, RSM Salustro Reydel, Deloitte, and Landwell, where he was a partner since 2002.
